'Our fundamentals are strong, our budgets are balanced, we're running surpluses, our unemployment rate is at a 30-year low, our rate of participation in the workforce is at an all-time high, so the Canadian economic fundamentals are strong.'

The Toronto Star - Spending on construction, machinery expected to rise (28 February 2007) Non-residential construction spending is expected to grow by 7.1 per cent in 2007, Statistics Canada says. Total capital investment including housing, non-residential construction, and machinery and equipment is expected to rise by $13.8 billion to an estimated $311.1 billion in 2007, a gain of 4.6 per cent.

Reuters Canada - Canada scraps two anti-terror measures (27 February 2007) Parliament scrapped two contentious anti-terror measures that were passed right after 9/11. One provision allows police to arrest people suspected of planning an imminent terrorist attack and hold them for three days without charge. The other provides for investigative hearings in which a judge can compel witnesses to testify about alleged terrorist activities.

Also, on 26 February, the Supreme Court struck down a law that allowed foreign suspects to be detained indefinitely without trial on the basis of secret evidence. 'Now we see that a nation can regain its senses after calm reflection and begin to rein back such excesses,' the New York Times said in its main editorial on 27 February.

The Globe and Mail - What's changed in five years? (28 February 2007) Even immediately after the 9/11 attacks, many MPs were never convinced that authorities needed extraordinary powers and worried that once the powers were on the books, it might be impossible to get rid of them even if experience showed that they were never needed. Together, the renewable projects, representing a capital investment of $336 million, have the capacity to produce 140 megawatts, enough to power about 30,000 homes. Dozens more are expected in the coming weeks.

Canadian Press - British Columbia gets kudos on its ambitious energy plan, even from critics (27 February 2007) BC's energy plan, announced on 27 February, aimed at fulfilling the government's promise of energy self-sufficiency with zero net greenhouse gas emissions within nine years, received kudos even from traditional critics. One said it will set a worldwide standard. The plan commits to ensuring clean or renewable electricity accounts for at least 90 per cent of total generation, from hydroelectric, solar, wind, tidal, geothermal sources as well as from wood waste and energy from municipal garbage.

Half of increased demand for power must be satisfied by conservation measures by 2020. Buildings will have new energy-efficiency standards by 2010. Guy Dauncey, head of the BC Sustainable Energy Association, was ecstatic about the plan. 'It is really a very big breakthrough,' he said. 'When they say it's one of the best energy plans in the world I'm willing to say yes, that's about where it is.'
