Also, on 26 February, the Supreme Court struck down a law that allowed foreign suspects to be detained indefinitely without trial on the basis of secret evidence. Half of increased demand for power must be satisfied by conservation measures by 2020. Buildings will have new energy-efficiency standards by 2010. Guy Dauncey, head of the BC Sustainable Energy Association, was ecstatic about the plan. 'It is really a very big breakthrough,' he said. 'When they say it's one of the best energy plans in the world I'm willing to say yes, that's about where it is.'
