Budget 2007 - Environment highlights (19 March 2007) Budget 2007 invests $4.5 billion to clean our air and water, reduce greenhouse gases, combat climate change, as well as protect our natural environment. Initiatives to ensure a cleaner, healthier environment include:
• Supporting major clean air and climate change projects with provinces and territories through the $1.5-billion Canada ecoTrust for Clean Air and Climate Change.

• Dedicating $2 billion over seven years for the production of renewable fuels.

There's more than $93-million for a national water strategy, which includes providing cleanup money for the Great Lakes, Lake Simcoe, and Lake Winnipeg, as well as support for coastal cities to stop dumping raw sewage into the ocean. A tax break for oil sands projects will be phased out.

Reuters Canada - Broad rally drives Toronto stocks 180 points higher (19 March 2007) Toronto's benchmark index surged more than 180 points on Monday in a broad rally fueled, in part, by optimism before the federal budget. All but one of 10 main groups advanced.

From a Bloomberg News report on this: Canadian stocks had their biggest gain in almost two months, led by resource and financial companies, on speculation a sell-off last week was overdone. 'The fundamentals are still good,' said Kate Warne, Canadian market strategist at Edward Jones & Co. in St. Louis. The TSX Composite Index rose 182.06, or 1.4 per cent, to 13,011.74 in Toronto, notching its biggest gain since Jan. 23.

CanWest News Service - Environment minister promises tougher climate-change plan (18 March 2007) The federal government before the end of this month will roll out one of the world's toughest regimes to battle global climate change, Environment Minister John Baird promised Saturday. Baird said the meeting of environment ministers from the G-8 and five large emerging countries, in preparation for the annual G-8 leaders summit later this year, convinced him that the issue of climate change is one that must be tackled jointly and globally.

The Globe and Mail - Joint pledge to accelerate cleanup of Great Lakes hot spots (19 March 2007) The Ontario and federal governments say they hope to clean up four of the 15 most polluted sites on the Canadian side of the Great Lakes by 2010, and to 'make significant progress' toward restoring the other 11 sites. The cleanup would mark a major milestone in improving the water quality on the Great Lakes, the world's largest body of fresh water. Areas are deemed to have been cleaned up when they've been returned to relatively pristine condition and can be used for swimming, provide habitat for fish, and no longer have large industrial or municipal wastewater discharges.

Canadian Press - Nova Scotia buys $27 million worth of land for conservation (19 March 2007) Nova Scotia will conserve thousands of hectares of land it is acquiring in 29 parcels in six counties for $27 million. The parcels include coastal and inland water frontage, old-growth forests, and land where rare and endangered species live. The purchases include areas along the Mersey River where thousands of Mi'kmaq artifacts have been identified and recovered.

The Globe and Mail - Unity holds key to Maritime fortunes (19 March 2007) Nova Scotia Premier Rodney MacDonald is pushing for the creation of an Atlantic Gateway, to co-ordinate all transportation and build up infrastructure. The Premier has called it a 'once in a generation' opportunity, because Asian—particularly Indian—manufacturers are prepared to move goods through Nova Scotia. The Atlantic Canada Opportunities Agency is heading a committee including representatives of the four provinces to devise a unified Atlantic Gateway strategy. 'The Gateway is absolute critical to the whole process' of harmonizing the provincial economies, Bill Denyar, CEO of the Atlantic Provinces Chamber of Commerce, said. David Fung, first vice-chairman of the Canadian Manufacturers and Exporters, said East Coast ports will be needed to take Indian trade. That, he said, makes the Atlantic Gateway a key component of a national economic strategy, not just a regional issue.
