The Globe and Mail - Mr. Harper rediscovers the Americas (16 July 2007) Prime Minister Stephen Harper has surprised both critics and supporters with a new thrust in foreign policy: Latin America and the Caribbean. His expedition this week occupies just six days, but visits to Colombia, Chile, Barbados, and Haiti make it an ambitious trip. The visits underscore that this region has been promoted to a top priority. So why the Americas? Trade and investment provide part of the answer. Canada's investment in Latin America and the Caribbean is almost three times that of its investment in Asia. Trade with the region has been increasing more rapidly than with any other part of the world: by 78.6 per cent in three years as opposed to an average of 15.5 per cent with the world as a whole. Mexico already is Canada's fourth-largest trading partner. And it works both ways. Canada is now the single largest destination for Brazilian investment. One in 10 Canadians visits the region annually.

Bloomberg News - Harper Starts Latin America Tour by Opening Free Trade Talks With Colombia (16 July 2007) Prime Minister Harper kicked off a five-day tour of Latin America and the Caribbean by starting free trade talks with Colombia. 'We're not going to say, ''Fix all your social and political and human rights problems and only then will we engage in trade relations.'' That's ridiculous,' Harper said during a joint press conference with Colombian President Alvaro Uribe. 'Colombia is a country that has made tremendous progress on shared values. We want to encourage them.' According to the Canadian government, Canada is the fifth-largest foreign investor in Colombia. Canada today also began free-trade talks with Peru. Canada is Peru's fourth-largest trading partner.

From a CBC News report on this: Uribe said free trade would help promote the conditions in Colombia to create stable, well-paid jobs while instilling a spirit of entrepreneurship. Colombia is Canada's third-largest export market in the continent. Canadian corporations have about C$2 billion invested in Colombia.

Canadian Press - Mutual funds reap best June sales in 10 years: $2.3B, up from year-ago $38.8M (16 July 2007) The Canadian mutual fund industry had its biggest sales for the month of June in a decade, taking in C$2.3 billion. Last month's sales compared with those of a bare C$38.8 million a year ago. Sales in the first six months of this year totalled C$25.4 billion and exceeded all of last year's sales net of redemptions and reinvested distributions, the Investment Funds Institute of Canada reported. Net sales were the highest for June since 1997, said Pat Dunwoody, vice-president of communications for the industry group. Overall, equity funds had C$109.5 million in June net sales, up from more than C$1 billion in redemptions during the sagging markets of June 2006. In all, long-term funds, other than money market funds, pulled in C$1.9 billion, compared with year-ago net redemptions of C$333.8 million. The C$25.4 billion in year-to-date net sales for all funds compared with C$10.7 million during the first six months of 2006.

Canadian Press on manufacturing shipments in May (16 July 2007) Manufacturing shipments remained virtually unchanged in May, declining 0.1 per cent to C$49.7 billion. The volume of manufacturing shipments, taking price fluctuations into account (the measure of shipments that's used when calculating Canada's gross domestic product), rose 0.4 per cent to C$45.5 billion—their highest level since the beginning of 2006. Shipments of non-durable goods continued to strengthen, especially in resource-based industries. Non-durable good shipments were up 1.2 per cent, the fourth straight monthly increase.

CanWest News Service - New vehicle sales on track to challenge five-year record (16 July 2007) Sales of new motor vehicles declined 0.8 per cent in May from April's exceptionally strong level, Statistics Canada reported, but are still on track to meet or beat a five-year record. Five provinces recorded sales increases in May. May's decline was entirely due to passenger cars, as sales of trucks—including minivans, sport-utility vehicles, light and heavy trucks, vans and buses—posted an increase. 'May sales were 7.5-per-cent higher than they were a year earlier,' the report noted. 'Sales for all of 2007 are still on course to challenge the prior annual record high set in 2002,' said Douglas Porter at BMO Capital Markets.

Canadian Press on Calgary to lead country in banning trans fats (15 July 2007) Calgary could soon be the first Canadian municipality to trim artery-clogging artificial trans fats off menus and eventually out of grocery stores. The Calgary Health Region has decided to move ahead after Ottawa decided it would allow business another two years to make voluntary changes on eliminating trans fats. 'We felt uncomfortable with that timeline given the impact trans fats are having on heart disease,' said Dr Brent Friesen, the region's chief medical officer. Friesen wants all restaurants in the region, home to about 1.3 million people, to use trans-fat-free cooking oil by 1 January 2008. A ban on trans fats in all foods, such as packaged baking, could come into effect as early as 1 October 2008. Toronto, Ottawa, and Vancouver are all watching Calgary's experience with interest. 'If you get four or five large population centres in the country going in this way, it becomes a significant part of the market,' Friesen said.

From a Toronto Star report on this: In April, Toronto's board of health asked medical officer of health, Dr David McKeown, to prepare a report on possible approaches to banning trans fats in restaurants and food establishments.

CanWest News Service - Support for Afghan mission dropping: poll (16 July 2007) A new national poll indicates that Canadians are almost equally divided on their support for the mission. The latest numbers show a continuing drop in support for the mission since it reached a peak in the fall of 2006 at 57 per cent. In April 2007, support had slipped to 52 per cent, and now to 50. The Ipsos Reid poll, conducted between July 10 and July 12, is one of several in recent weeks that have shown a larger per cent either strongly oppose or somewhat oppose the combat operations. At the same time as a growing number of Canadians withdraw their support for the mission, Prime Minister Harper has changed his tone about how long it will last. Earlier Harper had said his government would seek a degree of parliamentary consensus before considering any extension of the mission beyond the February 2009 commitment. But last week in Calgary the Prime minister was clearer and said his government has no desire to prolong the combat mission in southern Afghanistan.
